OBJECTIVES:  
Oversight and handling of all financial activities, revenue reporting, disbursing funds, and managing risk.  Has direct input into budgeting, implementing policies, and improving financial processes of Marble Falls Area EMS.

GENERAL STATEMENT OF DUTIES:
The Finance Director is responsible for ensuring proper administration of the financial affairs of MFAEMS. Financial affairs include financial administration, reporting, internal auditing, budgeting, accounting, grant funds administration, overseeing internal finance/accounting controls, and managing tax compliance. This position is responsible for, but not limited to:
  • Ensuring sound financial policies and procedures;
  • Interprets laws, policies, and regulations and assures the department is in compliance;
  • Performs all duties required by applicable federal laws, state laws, and Generally Accepted Accounting Principles;
  • Handles department financial operations;
  • Assures a productive work environment, effective communication and participative decision making;
  • Assures financial project deadlines and performance standards are met;
  • Organizes and handles finance activities including:
    •  Accounting;
    • Accounts payable and receivable functions;
    • Reviewing monthly, interim, and annual reporting to ensure adherence to statutory and regulatory reporting requirements and policies;
  • Monitors department budgets and long-range financial forecasts; analyzes trends; compiles special and recurring reports, budgets, grants and contracts; reviews and updates existing policies; responds to requests for information;
  • Provides financial direction on capital project financing;
  • Assists outside auditors with the annual external audit including gathering information, making journal entries, and reviewing the audit report and 990 tax return. 
  • Oversees grant funding administration;
  • Maintains expertise in the field of service through participation in applicable educational opportunities;
  • Presents information and responds to questions at Board of Directors meetings, meetings of advisor boards and other meetings, as needed;
  • Reviews expenditure trends and analyzes revenues, as well as specific expenditures and revenue line items;
  • Manages implementation of revenue generated and cost reduction proposals;
  • Prepares and analyzes financial and statistical reports necessary for the Executive Director relating to expenditures, revenues, departmental forecasting, etc.;
  • Utilizes statistical measures, not limited to cost benefit analysis, cost-effectiveness analysis, forecasting, and trending;
  • Interfaces with other departments, outside agencies and the public in exchanging information, responding to requests, coordinating activities/projects, and responding as required.
ADDITIONAL RESPONSIBILITIES: 
             
  • Processes accounts payable invoices and distributes payments to vendors;
  • Oversees accounts receivable invoices and receipt of payments;
  • Oversees vendor payment filing system;
  • Assists Support Services with incoming calls and messages;
  • Prepares journal entries;
  • Reviews transactions recorded in general ledgers;
  • Assists with preparing reports for federal/state grants and assists in the preparation of requests for grant funds;
  • Prepares 941 tax returns and Texas Employer’s Quarterly Reports, and 1099s;
  • Submits payroll taxes;
  • Disburses court ordered garnishments to the proper authorities;
  • Oversees bank deposits;
  • Prepares reporting, calculates Worker’s Compensation premium monthly and pays online;
  • Assists in tracking investments including money market payment transfers;
  • Reconciles bank statements;
  • Reconciles expense accounts and prepares journal entries;
  • Assists in preparation of annual budget;
  • Assists with various state/federal reports, surveys, etc.;
  • Oversees department records and contracts;
  • Provides administrative support to Board of Directors and EMS Administration;
  • Prepares all monthly financial reports and presents to the Board of Directors;
  • Serves as custodian for financial records responsible for maintenance and destruction;
  • Oversees maintenance of department-owned vehicle records;
  • Files all insurance claims;
  • Prepares financial statements and detailed general ledger reports as requested;
  • Prepares reports and gathers documents to assist with annual financial audit;
  • Reviews reconciliation of medical billing company’s invoice with income;
  • Works with billing and collection agency to maintain patient accounts.
Performs other duties as assigned or as become apparent.
PHYSICAL AND ENVIRONMENTAL CONDITIONS: 
The Financial Director must have the ability to communicate orally with leadership, field staff, vendors, outside departments, and the general public.  Regular use of phone and email for communication is necessary.  Hearing and vision correctable to within normal ranges is essential.

The ability to remain in a stationary position a minimum of 50% of the time, as well as the ability to move about the office occasionally to access files, storage, office equipment, computers, and attending meetings, etc. is required.
Using a computer while sitting for extended periods is expected.

The Financial Director should be able to lift, carry, pull, push, or drag up to 25 pounds of materials, supplies, or equipment, etc.  Good manual dexterity is needed to perform assigned duties and responsibilities.

The job is performed indoors in a traditional office setting. Extended periods of sitting while using a computer or other devices are expected. 

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING:
The Finance Director must have:
  • Broad knowledge of accounting principles,
  • Strong analytical skills,
  • Good oral and written communication skills,
  • Effective interpersonal relationship skills,
  • Proficiency in accounting software,
  • Strong aptitude in math,
  • Working knowledge of Microsoft Excel, Word, Email,
  • Ability to operate standard office equipment including telephones, calculators, copiers, FAX,
  • Ability to assess and prioritize tasks, projects, and demands,
  • Display sound judgement.
EDUCATION, WORK EXPERIENCE, CERTIFICATES AND LICENSES REQUIRED:
 
  • Bachelor’s Degree in Accounting, Finance or other closely related field and at least three (3) years of professional accounting and finance experience preferred.
  • An equivalent combination of education and experience that could provide the required knowledge, skills and abilities may be substituted for the Bachelor’s Degree.
  • A valid Class C Texas Driver’s License.
  • Must project and uphold the highest ethical standards and have demonstrated leadership ability and excellent interpersonal and communication skills.
  • Experience with Quick Books Desktop and Quickbooks Online accounting software is preferred.
  • Experience and general knowledge of rules and regulations pertaining to 501c3 non-profit corporation finance and compliance.
  • Knowledge of Medical Billing and Collection agency industry practices and procedures is preferred.
  • Have or obtain a Notary Commission within one to two months after hire.
